Foreigner Registration (외국인 등록) & ARC: The Complete First Step
You've landed in Korea. Here's the paperwork that makes everything else possible.
If you're staying in South Korea for more than 90 days, one task sits at the top of your to-do list: registering as a foreign resident and obtaining your 외국인등록증 (Alien Registration Card, ARC). Without it, you can't open a bank account, sign a phone contract, register for health insurance, or do most of the administrative things that make daily life function. It's not complicated — but the sequence matters, and getting it wrong costs time.
This guide walks you through the entire process, in order.
외국인 등록이란 (What Is Foreigner Registration?)
외국인 등록 (Foreigner Registration) is the process by which non-Korean nationals who plan to stay in Korea for more than 90 days officially register their presence with the Korean government. It is administered by the 출입국·외국인청 (Immigration and Foreign Affairs Office), the agency responsible for all immigration matters in Korea.
The registration produces your 외국인등록증 (Alien Registration Card, ARC) — a credit-card-sized ID that serves as your official identification document in Korea. It contains your photo, your registration number (a 13-digit number that functions like a Korean national ID number), your visa status, and your registered address.
Once you have an ARC:
You can open a Korean bank account
You can sign a phone contract
You can register for 건강보험 (National Health Insurance)
You can be paid by a Korean employer
You can use your ARC as ID at government offices, hospitals, and financial institutions
Without an ARC, all of these are difficult or impossible.
Tip — 90일 규칙 (The 90-day rule): If you're staying on a tourist visa (B-2) or a visa-waiver entry, you are not eligible for foreigner registration — and you don't need it, since you can't stay longer than 90 days anyway. Registration is only required — and only available — for those with a visa that permits a stay of more than 90 days: work visas (E series), student visas (D-2, D-4), spousal visas (F-2, F-6), permanent residency (F-5), and others.
신청 자격과 시기 (Who Applies and When)
You must apply for foreigner registration within 90 days of your arrival in Korea on a qualifying visa. Applying late — after the 90-day window — results in a fine.
You cannot apply before arriving in Korea. The registration is done in person, in Korea, at an immigration office.

신청 방법 (How to Apply)
방법 1: 출입국외국인청 방문 (In-Person at Immigration Office)
The standard method. Locate the 출입국·외국인청 (Immigration and Foreign Affairs Office) nearest to your registered address. Major offices:
서울출입국·외국인청 (Seoul Immigration Office): 마포구 (Mapo-gu) — serves Seoul residents
인천공항 출입국·외국인청: For those in 인천 (Incheon) and surrounding areas
각 지방 출입국사무소 (Regional offices): In 부산, 대구, 광주, 대전, and other major cities
예약 (Appointment): Walk-in is possible but waits can be long — particularly at the Seoul office. Online appointments via 하이코리아 (hikorea.go.kr) are strongly recommended.
처리 시간 (Processing time): Your ARC will not be issued on the same day. Processing typically takes 2–3 weeks. You will receive a text message when your card is ready for pickup, or it can be mailed to your registered address.
방법 2: 정부24 온라인 신청 (Online via Government 24)
Some visa categories — including certain work and student visas — can submit the initial application online through 정부24 (gov.kr), with a follow-up in-person visit for biometric data (fingerprints and photo). Check eligibility on the Hi Korea website.
ARC 수령 후 (After Receiving Your ARC)
Once you have your ARC, complete these steps immediately:
1. 주민등록 전입신고 (Address registration): If you have moved or your registered address differs from where you will actually live, update it at the local 주민센터 (Community Service Center) or online via 정부24. Your address on your ARC matters — mail, including your ARC itself if you choose mail delivery, goes here.
2. 건강보험 가입 (Health insurance enrollment): If your employer does not automatically enroll you, contact the 국민건강보험공단 (National Health Insurance Service, NHIS) within 14 days of receiving your ARC. Enrollment is mandatory for qualifying visa holders.

ARC 갱신과 변경 (Renewal and Changes)
갱신 (Renewal): Your ARC is tied to your visa's validity period. When your visa is extended, your ARC must be renewed. Apply for renewal at least 2 months before your current ARC expires.
주소 변경 (Address change): If you move, you must update your registered address within 14 days at your local 주민센터 or online.
분실 시 (If lost): Report the loss to the nearest police station (경찰서) to obtain a 분실신고확인서 (lost report certificate), then visit the immigration office for a replacement ARC.
자주 하는 실수 (Common Mistakes)
90일 초과 후 신청: Filing after the 90-day window results in an automatic fine of ₩100,000–₩200,000. Set a calendar reminder immediately upon arrival.
주소 서류 미비: Many applicants arrive without proof of address. Your lease contract (임대차계약서) is the standard document — if you're staying in university accommodation or employer housing, get a confirmation letter in advance.
사진 규격 불일치: Passport photos taken for other countries may not meet Korean specifications (3.5×4.5cm, white background). Photo booths at immigration offices are available.
