Korea's public transit covers almost everything. But if you want to drive — for weekend trips, rural access, or just the option — here's exactly how to get licensed.

Korea's transit system is excellent enough that many foreigners who live in Seoul never need to drive. But outside Seoul — in smaller cities, countryside, or for road trips to places like 강원도 (Gangwon Province) or 제주도 (Jeju Island) — having a license opens up the country significantly. For foreigners, there are three paths to a Korean driver's license, depending on where your existing license is from.


세 가지 경로 (Three Paths to a Korean License)

경로 1: 면허 교환 (License Exchange — No Testing Required)

If your home country has a reciprocal license exchange agreement with Korea, you can exchange your foreign license for a Korean one without taking any tests. This is the fastest and easiest path.

교환 협정 국가 (Countries with exchange agreements):
Most OECD countries qualify, including: United States, United Kingdom, Canada, Australia, Germany, France, Japan, and approximately 40+ others.

Tip — 미국 면허 교환 시 주의 (US license exchange note): The US-Korea license exchange is bilateral, but certain US states' licenses are handled differently depending on the specific agreement terms at the time. 경로 2: 부분 면제 (Partial Exemption — Written Test Only)

If your country has a partial agreement with Korea, you may be exempt from the driving skills test but still required to pass the written examination.

의무 교육 (Mandatory education): The full process requires a minimum number of driving school hours (자동차운전전문학원) before you are eligible to take the skills and road tests. Requirements vary by license type (manual vs. automatic transmission).

자동 vs. 수동 (Automatic vs. manual): Korean license tests can be taken on an automatic transmission vehicle — which is significantly easier. If you pass on an automatic, your license is restricted to automatic vehicles. To drive manual, you must test on a manual vehicle.


운전면허시험장 (Examination Centers)

Korea has 27 driver's license examination centers across the country — operated by the 도로교통공단 (Road Traffic Authority, TS).

국제운전면허증 (International Driving Permit)

If you are visiting Korea temporarily (under 90 days) and want to drive, an 국제운전면허증 (International Driving Permit, IDP) issued in your home country is valid in Korea — provided it is accompanied by your original home country license.

IDP 유효기간 (IDP validity in Korea): 1 year from the date of issue, or until your visa expires — whichever is earlier. For foreigners with ARC (i.e., residents, not short-term visitors), an IDP is not a substitute for a Korean license after 1 year of residence.


렌터카 (Renting a Car)

For occasional driving — particularly for travel to 제주도 (Jeju Island), 강원도 (Gangwon), or other regions — renting is often more practical than owning.

외국 면허로 렌트 가능 여부 (Renting with a foreign license): Yes — with a valid IDP + original home country license, or with a Korean license. Most rental companies in tourist areas have English-speaking staff.

제주도 렌트 팁 (Jeju rental tip): Jeju Island is the one place in Korea where having a car makes the biggest difference — public transit on Jeju is limited, and the island's highlights are spread across rural areas. Car rental on Jeju is significantly cheaper than in Seoul.
